SA:Murdered pensioner hounded by carer

A court's been told a fiercely independent Adelaide pensioner whose body was cut up
and dumped, was hounded weeks before her death by a woman wanting to be her carer.

35-year-old ANGELIKA GAVARE, of Christie Downs, is on trial at the South Australian
Supreme Court after pleading not guilty to murdering 83-year-old Reynella pensioner VONNE
MCGLYNN around in December 2008.

Giving evidence today, Mrs MCGLYNN's former neighbour and friend THERESE MOLLOY has
said the pensioner complained of a woman knocking on her doors and windows demanding to
be hired.

Mrs MCGLYNN's brother has testified that his sister was an independent, reserved and
parsimonious woman who didn't ask others for help.

GAVARE's mother is due to give evidence later today.

This news was brought to you by www.7days.ae

It sounds more Charlie and the Chocolate Factory than the brainchild of a Harvard professor, but in years to come, weightwatchers could be swapping the Slimfast for a puff of smoke.

Even worse than slimline cuppa soups and 'low fat' crisps, where the 'low' just means you get half the amount of a normal bag, here is a dietary device that really is nothing more than a lot of hot air.

David Edwards, a Harvard University professor and aerosol scientist has created 'Le Whaf'. A machine which resembles a goldfish bowl with clouds of smoke billowing from it, its aim is to allow you to 'eat by breathing liquid droplets'.

You can use it for any kind of food - Edwards' team do a liquidised version of tomato soup, which contains a secret mix of its essences, or can even make alcohol 'whaf'.

But while we may mock the idea, Professor Edwards says he has high hopes for his crazy machine, particularly as a way to kill those cravings that ruin many a diet.

He imagines restaurants opening where, instead of sitting at tables, you walk around.

Instead of eating food, you breathe it in from the gadgets - celery in one, steak in the other.

But Dubai-based legal secretary and self- confessed foodie Natasha Chapel, sums up what most of us will likely make of the invention: "It's mental!"

"Whatever next? Will we all walk around attached to dehydration drips so we don't need to drink fluids?" she asks.

"I have never smoked in my life so I don't intend for that to ever be the way I 'eat'.

Nothing will compare to eating a meal, tasting each piece properly, the texture and everything. Then there's the whole social aspect of it. The world has gone mad!"

When it comes to healthy ways to stay in shape, Dubai's Doctor Ryan Penny - who runs website www.thewellnessbrothers.com and was speaking this weekend at The Weightloss Show - describes the idea as 'laughable', and explains: "I think it will fuel a dieter's problems.

If a person is going to continually incite that sort of thing it will actually reinforce unhealthy pathways in the brain.

"When they actually go and smell that scent, if they are hungry they are actually going to want to satisfy it instantly.

"I think it will rebound big time. In a lab setting where they can control things, this might have an effect passifying an appetite by giving the satisfaction without the food, but in real life? It portrays a very simplistic understanding of what regulates appetite and what satisfies people through the eating process.

"It's so much more than a smell or a taste, it's everything about what it feels like, everything about how that food interacts in the gut - the pressure it exerts on the gut lining, it's so much more complex than just the smell.

"If you understand the neurology, what's happening in the brain and how those pathways function, all you need is a person to be walking through a shopping mall who is vaguely hungry and smells something.

"If they are used to satisfying that craving instantly, guess how they'll satisfy it at that moment without a whaf? It's going to be a waffle in all probability!"

Seeing the lighter side, Dubai resident and mum-of-two Laura Whitmore can imagine Le Whaf becoming quite useful if used infrequently.

She says: "If they could give me a whaf of milk chocolate Hobnobs that I could inhale while drinking my cup of tea, making me feel as if I had eaten a biscuit (or a whole pack of them), but without any of the calories, then I am all for it.

"After all, it's the chocolate, oat taste sensation I am after rather than anything else," she says.

"However, when I'm feeling a bit anaemic and woozy, and fancy a good old fashioned slab of meat, a whaf will never take the place of sinking my teeth in to a juicy, fat steak."

The federal opposition says Indonesia's new laws criminalising people smuggling will
not stop the flow of asylum seekers reaching Australia's shores.

The long-awaited laws passed yesterday impose penalties of up to 15 years' prison on
people smugglers.

But the coalition's acting immigration spokesman MICHAEL KEENAN says the new laws are
no cure-all for the government's boat people "crisis".

He says the only effective way to deal with it is for Australia to change its policies
.. which continue to encourage people smugglers.

Qld: Chaplain, dance teacher lost to community

By Steve Gray

BRISBANE, Aug 20 AAP - Students and parents at two Queensland schools are being counselled
after their popular chaplain and his wife were killed in a road accident on the Sunshine
Coast.

Sippy Downs couple Allan (Allan) Taylor, 56, and Kari Taylor, 51, had been called to
assist their daughter Ashleah after her car broke down at around 4pm (AEST) on Wednesday
on the Sunshine Coast.

They parked in a break-down lane beside the busy Sunshine Motorway and were standing
behind their vehicle waiting to cross the highway when they were struck by a four-wheel
drive driven by a man in his 70s.

Their daughter witnessed the accident and was taken to hospital where she was treated for shock.

Coordinator of school chaplaincies on the Sunshine Coast, Kerry Evans, said the whole
community was shocked at the deaths of Mr Taylor, chaplain at Woombye and Palmwoods state
schools and Mrs Taylor, who ran dance classes.

"Allan and Kari were greatly loved by all aspects of the community, not just the school
community or the church community, but the whole community," Mr Evans said.

"They were a lovable couple and they loved God and they loved people and the community
in which they worked and they would do anything for other people - such a fun-loving couple."

Mr Evans said the ripples of loss would be international.

"One of the places is Cambodia where they've gone to help underprivileged communities
and children," he said.

"They'll be greatly missed by people from all walks of life."

The couple leave behind their daughter, 22, and a son, 14.

The driver of the four-wheel drive was transported to hospital with minor injuries.

Police have appealed for motorists travelling on the Sunshine Motorway who may have
witnessed the crash to contact Crime Stoppers on 1800 333 000 or their local police station.

NSW: Patients will pay for blood: Skinner

NSW: Patients will pay for blood: Skinner

By Belinda Cranston and Bonny Symons-Brown

SYDNEY, Dec 5 AAP - The NSW government's decision to charge private hospitals for blood
supplies will be a cost ultimately borne by patients, the opposition says.

In last month's mini-budget, the government announced it would no longer subsidise
blood services for private hospitals, saving $8 million a year.

Opposition health spokeswoman Jillian Skinner said there was no doubt private hospitals
would pass on the cost.

"Who do you think pays for the hospital treatment? It's the patient," Mrs Skinner told
reporters in Sydney on Friday.

"It will be passed on in patient charges or through the patient's insurance."

Mrs Skinner said charging for blood ran counter to the National Blood Agreement, which
stated blood products should be free.

"People are incensed about the idea that they have to pay for a product that they freely
donate," she said.

"There are clear guidelines with the Commonwealth about not charging for blood products
... and it's simply not honest for the state (health) minister to try and mealy-mouth
his way out of this by saying it's some administrative charge.

"The reality is it's a tax on blood that is freely donated by the population of NSW."

However, Health Minister John Della Bosca said public hospitals paid for blood distribution,
transport and storage, and it was only fair that private hospitals should contribute to
those costs.

"Blood is free, blood will remain a free good in NSW," Mr Della Bosca told reporters in Brisbane.

"Everybody who donates blood can be absolutely confident that blood will be distributed
to patients on the basis of clinical need.

"The issue here is public hospitals, taxpayer-funded public hospitals, have to pay
for blood services. Private hospitals should as well."

But Mrs Skinner said a "blood tax" could have disastrous consequences for donations.

"If people are saying, `Uh-uh I'm not going to do this any more because the government's
going to make sure there's a charge', I worry about that," she said.

Already, the Red Cross Blood Service (RCBS) says it has been inundated with calls from
donors angered by the government's announcement.

"They rang our call centre to say they would not continue to be donors," RCBS NSW operations
manager Garry Wolfe said on Friday.

"It's a gift of life. They (donors) give it for free in support of their community.

They want to support that system."

Red Cross spokesman Nicholas McGowan said he was hoping to secure an urgent meeting
with Mr Della Bosca in the coming days.

"We're hoping to impress on the government our overwhelming concern that if this policy
does have a negative impact, or is likely to have a negative impact, they consider that
before implementing such policy," he said.

Fed: Immigration dept to look into Palestinian's death

CANBERRA, Aug 2 AAP - The Immigration Department is to investigate the reported death
of a Palestinian refugee previously denied a visa to stay in Australia.

But a department spokesman said today it could not be responsible for every deportee
who had spent time in Australia.

Akram Al Masri was killed two days ago in the Gaza Strip, refugee advocates say.

The Federal Court in 2002 ordered Akram Al Masri be released from immigration detention,
ruling the federal government did not have the right to detain him ahead of his deportation,
despite his having been denied a temporary protection visa.

He left Australia a short time later.

At the time, Mr Al Masri said he feared for his life if forced to return to Israel.

Even so, he said he would rather be returned home than go back to the detention centre.

"We are sad to hear of the apparent death of this gentleman, Mr Al Masri, and we extend
our condolences to his family," the Immigration spokesman told AAP.

"I say that because we have not completely established the circumstances or the facts
of what's happened here.

"The death of a father and husband is a tragedy for all those people who are left behind.

"However, we emphasise the fact that even if the person has spent some time in Australia,
this does not mean that Australia is responsible for all events that may befall them in
the future."

He said people could face generalised dangers, hardships and uncertainty to varying
degrees in different countries.

"However, we are not going to discuss this in further detail until we have properly
investigated all the facts, which we will conduct as soon as possible," the spokesman
said.

States push harder for online sales tax collection

States push harder for online sales tax collection

Tax-free shopping is under threat for many online shoppers as states facing widening budget gaps increasingly pressure Amazon.com Inc. and other Internet retailers to start collecting sales taxes from their residents.

Billions of dollars are at stake as a growing number of states look for ways to generate more revenue without violating a 1992 U.S. Supreme Court ruling that prohibits a state from forcing businesses to collect sales taxes unless the business has a physical presence, such as a store, in that state.

States are trying to get around that restriction by passing laws that broaden the definition of a physical presence. Retailers are resisting being deputized as tax collectors.

Until recently, the Supreme Court ruling has meant that Wal-Mart Stores Inc., based in Bentonville, Ark., would collect taxes from shoppers in all states with sales taxes, whether those shoppers buy items on or off the Web, because it has stores nationwide.

But Amazon, based in Seattle, wouldn't collect taxes from Floridians because it doesn't have a presence there. Although in such cases, shoppers in Florida are supposed to pay the tax directly to their state, few actually do.

With the new laws, those living in Evanston, Ill., or Providence, R.I., can no longer expect to avoid paying taxes when shopping online even though Amazon and others have no traditional operations there. States backing these laws argue that a retailer has a physical presence when it uses affiliates — people and businesses that refer customers to the retailer's Web site and collect a commission on sales.

The Associated Press

These affiliates range from one-person blogs promoting the latest gadgets to companies that run coupon and deal sites.

Illinois passed a law this month requiring Internet companies with affiliates in that state to collect taxes on sales to Illinois customers. In Vermont and Arkansas, similar bills scored initial legislative victories in recent weeks. New York, North Carolina and Rhode Island have already adopted similar laws.

In Colorado, a law requires online retailers to either collect the tax or send customers an annual notice letting them know how much they owe their state. Retailers would also have to report that to Colorado officials.

Several other states including Arizona, Massachusetts and California are considering passing their own flavor of online sales tax collection legislation. California lawmakers had passed a bill in 2009, but the governor vetoed it.

It's not known exactly how much in uncollected taxes is due to states from online sales, but a 2009 study from the University of Tennessee estimated that it could total $10.14 billion this year, assuming total e-commerce sales of $3.49 trillion. Only a fraction of this owed tax would result from consumer purchases, however, because most e-commerce sales are from one business to another.

The tax revenue would only be one plug in the states' budget holes. The total gap is expected to reach $112 billion in the fiscal year that begins in July, according to the Center on Budget and Policy Priorities, a policy-research organization.

The states are getting extra prodding from brick-and-mortar retailers, which have long thought it unfair that online retailers could essentially give customers better deals by not collecting sales taxes.

"The choice of the merchant by the customer should not be based on tax policy. It should be based on service, convenience, on the shopping experience and, of course, price — but not price based on tax policy," said David Vite, head of the Illinois Retail Merchants Association.

Online retailers such as Amazon.com and Overstock.com Inc. disagree with the states' actions, and they're fighting back.

After Illinois passed its law, Amazon and Overstock said they would dump their affiliates in that state — Amazon on April 15, and Overstock on May 1. Online retailers earlier dropped affiliates in several states that are now requiring them to collect taxes. Rebecca Madigan, executive director of California-based Performance Marketing Association, said those affiliates then saw 25 percent to 30 percent declines in revenue.

According to Madigan, there are 200,000 Internet retail affiliates across the country, some of which are fighting the legislation in their own ways.

FatWallet, which runs a coupon and deals website in Rockton, Ill., is planning to move to another state — probably neighboring Wisconsin, founder Tim Storm said.

Storm believes the new law could cost his business $4 million to $5 million in revenue this year, which would be about a 30 percent to 40 percent hit, if it stays in Illinois. Already, the company has received notices from Amazon, Overstock, electronics site Newegg and musical instrument retailer Musician's Friend on their plans to end affiliate programs in Illinois.

Storm believes Illinois' law would backfire as affiliate companies such as his leave.

The strategy of cutting off affiliates might also backfire against Amazon and its competitors online.

Bricks-and-mortar retailers such as Walmart and Barnes & Noble Inc. have been recruiting affiliates being abandoned by Amazon and others. That means sales could go to these companies instead.

Walmart and Barnes & Noble are also among the businesses large and small that support a Washington, D.C.-based group called the Alliance for Main Street Fairness, which is in favor of the changing of tax laws in various states so that online retailers would have to collect sales taxes.

Amazon, Alliance spokesman Danny Diaz argues, is "working feverishly to exploit a loophole."

Amazon does collect sales taxes in North Dakota, Kansas, Kentucky, and its home state of Washington. It collects in New York, too, as it fights the state over a 2008 law that was the first to consider local affiliates enough of an in-state presence to require sales tax collection.

Amazon is also tussling with Texas, which contends the company owes it $269 million in uncollected online sales taxes because it operates a distribution center near Dallas. Amazon plans to close that facility in April and scrapped plans to expand elsewhere in Texas over the dispute.

Paul Misener, Amazon's vice president of public policy, said Amazon isn't against the principle of collecting sales taxes. Rather, it wants "a constitutionally permissible system that is applied evenhandedly."

Congress could give states authority to require tax collection by out-of-state retailers. Michael Mazerov, a senior fellow with the Center on Budget and Policy Priorities, believes such a federal law would be the best way to ensure that states get their taxes, but he understands why such efforts have stalled in Congress.

"It's tough legislation politically because you're asking Congress to pass legislation where they will be unfairly and inaccurately criticized as imposing a new tax," Mazerov said.

For now, online sales tax bills will continue to pop up across the country, gaining support from some and inciting ire from others as more and more people shop online.

"It's a little like 'Groundhog Day,'" Madigan said.

Internet shopping is convenient and cheaper, say consumers.

M2 PRESSWIRE-31 March 2000-BT: Internet shopping is convenient and cheaper, say consumers (C)1994-2000 M2 COMMUNICATIONS LTD

RDATE:30032000

More than nine out of every ten customers who have purchased on the Internet find it more convenient than buying in a shop, and 75 per cent find it cheaper. Delivery is also more efficient from a website than over the phone or in a shop, according to some of the first findings of a major new customer relationship management study, "From teleculture to e-culture" conducted by BT and Siemens Communications.

The preliminary findings, which involved a survey of more than 1,000 consumers who have used the Internet, compared the experiences of customers who asked, over the phone or in a shop, for a product to be delivered with those who order on the web. Almost half (48 per cent) of those whose last order was not on the Internet experienced slow delivery, compared with less than a quarter (22 per cent) through a website. Forty per cent of non-web customers had to chase up the company, compared with just 15 per cent of web customers.

Even in payment, a major source of concern for Internet customers, bad experiences were three times more common for traditional purchases (with 12 per cent having experienced problems with payment) than for web buys (4 per cent).

The findings demonstrate that, once experienced, purchasing on the Internet fast becomes a favourite form of communication and fulfilment for users.

The initial report findings also have important implications on how larger companies interact with their customers. Of those questioned 67 per cent would prefer companies to contact them about relevant goods/services by e-mail, compared to only 17 per cent who said they would prefer to be contacted by phone at home. Indeed, among this same sample, 19 per cent said they would prefer to receive a text message on their mobile.

Clare Arnold, head of customer relationship management, BT Corporate Clients, said: "At a time when other 'panel' or 'expert' reports are writing off the first so called e-Christmas as a fulfilment nightmare, it is interesting to see the overwhelming extent to which consumers' own experience of the Internet is positive. What the study also makes clear, as its name suggests, is that consumers are happy to switch between new and traditional methods of purchasing and communication. The challenge for large companies is to learn more about this interchange and how their customer service can be improved and extended in light of it."

Phil Jones, Head of Siemens ProCenter's Business Consultancy Division added, "With today's intense pressures on building and maintaining close relationships with customers it is vital that the organisations which turn to the latest developments such as the web, digital television and the WAP mobile phone truly understand the underlying user trends."

Los Angeles Emergency Vet Clinic Launches New Internet Website.

The Animal Emergency Centre in Studio City, CA, a Los Angeles emergency vet clinic, has announced the debut of a fully remodeled Internet website, valleypet911.com.

The emergency vet clinic is new to the Studio City and Los Angeles area. According to a release, the clinic focuses fully on after-hours emergency care only. The website has been freshly revamped to reflect the veterinary hospital's focus on pet emergency room care and to offer a host of interactive and online resources for pet owners.

The Animal Emergency Centre of Studio City features an Intensive Care Unit, which is equipped to handle emergency surgeries of all kinds. This pet emergency room features an on-site lab that includes hematology analyzers, blood chemistry and coagulation analyzers, and toxin screening equipment. The emergency vet clinic can perform echocardiology, ultrasonography, and digital radiography on site. Pets in need of endoscopy procedures can also be cared for in the pet emergency room.

The Los Angeles animal hospital has areas for surgery and for post-surgery monitoring. Blood pressure monitors, respiratory ventilators, and pediatric incubators are standard equipment at the veterinary hospital's facilities. Each pet cage is equipped with both heat and oxygen therapy. The facility is both a blood bank and an antivenom bank, which the Animal Emergency Centre owners explain is unusual for a pet hospital, as access to antivenom is not always immediately possible for veterinary hospitals.

The new website is designed to show the services that the Los Angeles pet emergency room offers, as well as to offer additional information about how to care for pets even in non-emergency situations. The site is designed to be a resource for all pet owners, according to veterinarian Dr. Morgan Cavanaugh: "Although we are an emergency only facility, and therefore will generally see pets only at times of emergency or crisis, we want to provide as much information as possible to help our site visitors to prevent those emergencies from happening. We want to help pet owners keep their animals safe and healthy, so that emergency care is a rare occurrence!"

Website visitors who elect to join the site will be given access to the "Pet Living & Wellness Newsletter," which gives pet owners tips about how to care for pets at home and how to prevent common health problems. Additional information provided to website members includes exclusive access to articles about how to increase longevity and good health in animals, how to care for pets as they reach their senior years, and how to know when vet care is required. At the time of the website release, site membership is free of charge to any interested person.

Smith wants Blacks back.

Provided by 7DAYS.ae

NEW ZEALAND assistant coach Wayne Smith has urged the country's rugby union to try and put a stop to the growing number of players being lured overseas with lucrative European deals. Star fly-half Dan Carter and his All Black understudy Nick Evans are just the latest big names to be linked with moves to the northern hemisphere, following nine starters from last year's World Cup team, who have already made big-money moves.

But, while hoping New Zealand's best players stay at home to play their rugby, Smith also wants the NZRU to implement new initiatives to end the policy which sees players who play overseas effectively banned from international representation. "I think we need to ask what do we want the All Blacks to be? Longer-term, do we want them to be an iconic team?" said Smith.

"I don't want to dramatise things but I'm not sure this country understands how big this issue is and how complex it is. The players are being offered huge amounts of money to go overseas where they will be able to spend more time with their families and gain that overseas experience which is very different.

"We have to find strategies to help them to do what they love. We are continuously working on solutions and a lot of the feedback we have had has been really positive." Meanwhile, Wales captain Ryan Jones is the outstanding candidate to lead the British Lions on their tour of South Africa next year, according to his club coach Lyn Jones.

The Welsh skipper led the Ospreys to a 23-6 victory over Leicester in the EDF Energy Cup final at Twickenham on Saturday. And his coach said: "Ryan certainly won't go missing in South Africa next year, I can tell you that. "For me, Ryan is already Lions captain for next year."

DEPARTMENT OF LABOR PREPARES FOR REINSTATEMENT OF UNEMPLOYMENT BENEFITS.

NASHVILLE, TN -- The following information was released by the Tennessee Department of Labor & Workforce Development:

The Tennessee Department of Labor and Workforce Development is making preparations to reinstate unemployment benefits for claimants in the Extended Benefit (EB) program. Tennessee triggered off of the federal extension of benefits in mid-April. On May 21, 2011, the General Assembly passed legislation to retroactively reinstate the Extended Benefit (EB) program back to April 16, 2011. The bill will become law upon signing by Governor Haslam.

The passage of the bill allows those who were in the last 20 of 99 weeks available to resume benefits while looking for work. This does not establish additional weeks for those who have utilized all of the available federal extensions.

Eligible claimants will be instructed to use an Internet application to update their work status since the week of April 16th, certifying that they have not returned to work. It will take additional time to complete and test the computer programming necessary to release the application.

"It's important for claimants to understand that we are working toward restarting benefits as soon as possible," said Commissioner Karla Davis. "We know from experience this process will take a few weeks, so we ask claimants to be patient and expect guidance by mail or updates on our Tennessee Department of Labor and Workforce Development homepage."

There are several categories of unemployment insurance claimants who would be directly affected by this new legislation.

1.

If you ceased receiving EB Benefits on April 16, 2011, had a balance in your account at that time, have not returned to work and remain eligible you will be allowed to receive the remainder of those benefits. If you have returned to work, you may be eligible for those weeks in which you were unemployed.

2.

If you exhausted Emergency Unemployment Compensation (EUC08) Tier 4 benefits on or after April 16, 2011, and have not returned to work and remain eligible, you will be transitioned into EB once eligible claimants have updated their back-certification information. You will receive a written EB Monetary Entitlement notification. If you have returned to work, you may be eligible for those weeks in which you were unemployed.

3.

If you exhaust EUC08 Tier 4 benefits after the effective date of the new law, you will automatically be transitioned into the EB program without delay. You will receive a written EB Monetary Entitlement notification.

Once eligible claimants have updated their back-certification information, a payment will be issued to retroactively cover the benefit weeks since April 16, 2011. Claimants will then resume their weekly benefit schedule of certification and receipt of benefits.

NRTC's TelcoVideo Offering Makes Impressive Strides.

Throughout 2010 and early 2011, the National Rural Telecommunications Cooperative (NRTC) delivered a variety of product enhancements to its TelcoVideo offering to become the leading provider of programming rights and video support services to rural telcos.

In addition to numerous other enhancements, the Cooperative added more standard- and high-definition channels, expanded its digital audio programming offering, introduced help for retransmission consent negotiations, debuted a video-on-demand (VOD) offering in conjunction with partner Avail-TVN and provided staff training services for its members.

"Over the course of the last year, NRTC has made substantial and significant progress in creating a more robust video offering for our rural telco members," said NRTC President and Chief Executive Officer (CEO) Jack Harvey. "In 2010, we saw a 37 percent increase in the number of member companies offering TelcoVideo, and we're confident that as we continue to make improvements to the offering, that number will continue to grow."

In September 2010, NRTC announced that it would begin helping members negotiate retransmission consent negotiations with local broadcasters. Shortly thereafter, TelcoVideo was expanded again to include VOD options through NRTC's partner Avail-TVN. These improvements were followed by additional line-up and programming package expansions, including the availability of more than 100 channels of high-definition programming, the addition of eight more standard-definition channels, improved sports packages and the creation of a broad portfolio of more than 90 digital audio channels.

"It's been an important and exciting year for TelcoVideo. The video industry moves very quickly, and the numerous improvements we've made are representative of our efforts to help our members position themselves in a competitive marketplace," said NRTC Vice President of Video Services Madeleine Forrer. "We continue to evaluate the changes occurring in the marketplace and identify opportunities that will keep our members competitive in the future."

TelcoVideo's smart support assists telcos as they customize their programming packages to appeal to a wide range of customers-from residential subscribers to commercial accounts. Packages are also divided into white-labeled, highly marketable programming tiers. TelcoVideo also provides support to help telcos grow their video businesses, including marketing support and access to sophisticated Web-based support tools, such as a one-of-a-kind, online contract management system. With TelcoVideo, telcos may also take advantage of customizable staff training programs and resources.

"Now, we're putting tools in place - like subscriber surveys and ZIP-code specific marketing -to enable our members to create highly competitive channel line-ups, help hold the line on the rising cost of programming and deliver the content that their rural subscribers want," Forrer added.

NRTC's TelcoVideo enhancements come at a time when some uncertainty exists in this critical market. The National Cable Television Cooperative (NCTC) recently announced that it has "suspended processing and review of membership applications indefinitely."

"Rural telcos are aggressively pursuing video options to remain competitive in the marketplace, monetize infrastructure and identify new revenue sources," Harvey said. "We understand that they face significant challenges as providers of video services, and any uncertainty in their ability to obtain access to programming rights and video support is of great concern."

NRTC remains a reliable source for programming content and support in these challenging times and continues to work with rural telcos to help them deploy or enhance their video offering.

For more information about TelcoVideo, visit www.nrtc.coop/video or www.telcovideo.tv. No pardon for Libby.

The following editorial appeared in the Chicago Tribune on Thursday, June 7:

Vice President Dick Cheney's former chief of staff, Lewis "Scooter" Libby, was sentenced Tuesday to 30 months in prison for perjury, obstruction of justice and lying to FBI agents. That left many of his friends gasping and has them pressing for President Bush to pardon Libby.

That shouldn't happen.

During his sentencing Tuesday, Libby neither acknowledged his crime nor expressed remorse. Instead, he asked U.S. District Judge Reggie Walton to "consider, along with the jury verdict, my whole life." The judge received more than 150 statements from Libby friends and colleagues pleading for leniency. Those supporters, including former Defense Secretary Donald Rumsfeld and former Secretary of State Henry Kissinger, often cited Libby's dedication to and long years in public service.

But by his actions, Libby undermined the very system to which he dedicated his life. A jury found he did not allow the system to work to ferret out truth. He lied under oath. He lied repeatedly and boldly. He wasted federal investigators' time and resources. He obstructed justice.

In the words of the special prosecutor, U.S. Attorney Patrick Fitzgerald: "When someone doesn't tell the truth to the system, everyone suffers. The legal system suffers because we don't know what the actual facts are. And, frankly, lots of other people suffer since, when you don't know what the truth is, people draw all sorts of conclusions."

A question for those who seek to spare Libby from prison for lying under oath _ what did you have to say when President Bill Clinton faced impeachment for lying under oath? Most likely, you wanted Clinton punished.

Thirty months (and a $250,000 fine) is a stiff sentence for Libby. He has a legal process to appeal. But Bush should steer clear of this matter. First, because he has a conflict of interest_Libby was serving the political interests of the administration when he committed his crimes. Second, because a pardon would be as indefensible as some of the pardons Clinton issued as he exited the White House.

Bush shouldn't add to the taint _ now or in the final days of his term.

* After the release of Jehane Noujaim's "The Control Room," Lt. Josh Rushing, a Centcom press officer featured in the doc, was officially sanctioned from discussing the film and will be leaving the military in October.

While there's nothing new about docs effecting social change, their impact has reached unprecedented levels and prompted significant changes within the industry.

The overwhelming success of "Fahrenheit 9/11" has opened up theatrical venues and raised awareness for subsequent docs, says filmmaker Chris Smith, co-director of "The Yes Men," a lighthearted look at anticorporate activism.

Post-"Fahrenheit 9/11" fervor aside, most attribute the new slate of politically focused docs to a heightened sense of political dialogue since the 2000 presidential election and an information void in network news and a lack of alternative points of view.

"Perhaps the greatest legacy of Bush will have been to have gotten people politically involved again," says Michael Shoob, co-director of "Bush's Brain," an expose on Karl Rove, Bush's chief adviser.

"There's a new counterculture revealed through indie docs," says Mark Urman, head of U.S. distribution for Think-Film.

If conservative voices cornered the talk radio market during the Clinton years, progressive voices now may be cornering the indie doc market. David Brock of Media Matters, who is featured in Robert Greenwald's "Outfoxed: Rupert Murdoch's War on Journalism" and Harry Thomason's "The Hunting of the President," reports that in the top 45 radio markets, there are 310 hours per day of right-wing talk vs. five hours of liberal talk.

"The media has radically underestimated the public's demand for information," says Greenwald, whose "Outfoxed" examines Fox News' claim of "fair and balanced" journalism. He also helmed "Uncovered: The Whole Truth About the Iraq War."

Not all exposes and call-to-action pieces, the current slate of docs comes in many flavors. Says Alexandra Pelosi of her upcoming HBO doc "Diary of a Political Tourist," which follows Democratic hopefuls on the campaign trail, "It's about the political process itself and what it means to run for president."

"It's rare when a film that sets out to change people's minds succeeds in doing so," says George Butler in reference to his upcoming "Going Upriver: The Long War Journey of John Kerry."

Although the box office success of "Fahrenheit 9/11" has been observed by most as "the perfect storm" unlikely to be repeated any time soon, more docs are getting a theatrical run and performing well by previous standards.

Impact on the industry, however, is not limited to theatrical play. Referring to a recent airing of capital punishment doc "Deadline" on NBC's "Dateline," director Cara Mertes says, "It's the first time we've ever competed with a network for an indie doc." Mertes sees increased opportunities for docs in broadcast and cable.

In likely attempts to exploit the pre-election window, recent releases are breaking traditional rules of distribution, often with surprising rewards. "Outfoxed" sold over 100,000 units on DVD before breaking an all-time record at NYC's Quad Cinema its opening weekend ($24,429). Despite "Deadline's" July broadcast on NBC to an estimated 6 million viewers, co-director Katy Chevigny reports demand from theaters across the country for play-dates this autumn.

Distribution of many of these films through grassroots campaigns and the Internet also has extended some films' reach. "It's like a baton relay race," says Greenwald, whose "Outfoxed" has been used by groups like MoveOn to coordinate 3,700 house parties.

WWE wrestles for share of Japanese market

Posing for a snapshot with a glittery championship belt in a packed theater, Seigi Nishiyama was among some 600 fans who can't get enough of World Wrestling Entertainment.

"The stories are so much more detailed compared to Japanese wrestling _ it's like watching a movie," the 34-year-old food manufacturing employee said Sunday.

WWE is famous in the United State for its brand of professional wrestling, a kind of simulated sport and performance art that combines brute force with elaborate soap-opera story lines and larger-than-life characters with names like the Undertaker and Rey Mysterio.

WWE's big push to market itself in Japan is nowhere clearer than at gatherings like Sunday's SummerSlam Festival, a raucous party that charges fans a $30 admission fee to watch recorded WWE pay-per-view events on giant video screens.

The videos can also be watched at home, but going to events gives fans things they can't find in their living rooms _ such as guest wrestlers flown in from the U.S., booths selling WWE T-shirts and key chains as well as plenty of camaraderie in this niche but seriously dedicated crowd.

WWE, based in Stamford, Conn., racks up annual global pay-per-view sales of $100 million. It won't disclose regional breakdowns, but it sees Japan as one of its most important overseas markets.

The latest push is spearheaded by the WWE's Japan office, which opened this year and is its only overseas office devoted to a single nation. The office hopes to woo Japanese newcomers, including teens and families, not just its usual 20-40 year-old fan base.

It remains to be seen whether WWE can follow the path of such American imports as Hollywood movies, hip-hop music and Disneyland.

Japan has its own brand of professional wrestling that is less outrightly fictional than WWE. The WWE is open about how no real fighting is involved. But Japanese wrestling is historically inspired by its American counterpart and boasts its own heroes and themes.

WWE's only Japanese superstar is 40-year-old Shoichi Funaki, who goes by the ring name Funaki. He acknowledges that Japanese are just starting to enjoy WWE, with all its boisterous exchanges and flamboyance, complete with heckling.

"Japanese fans are changing," he told The Associated Press. "The key is to give them more opportunities to watch WWE. If they see it, they'll get it."

Funaki said working with the WWE requires him to sell his created character to fans as a full-fledged entertainer, not just an athlete, as well as more obvious challenges such as mastering English and staying in top shape.

WWE's weekly TV shows _ called Raw, SmackDown and ECW (Extreme Championship Wrestling) _ feature ongoing story lines.

"Even if you've never watched it before, you can jump in and start watching because it's good versus evil," said Ed Wells, vice president and general manager of WWE Japan. "We always refer to ourselves as sports entertainment. We created that genre in the U.S. and it's something that we are now, as of this year, taking really worldwide."

Takayuki Hioki of Sports Marketing Japan, which runs WWE's Internet and mobile businesses in Japan, said WWE can catch on in the same way Major League Baseball has with Japanese baseball fans.

The WWE mobile Web site offers ringtones, screen wallpaper and video clips. It already has 35,000 users in Japan who pay $3 a month for the service, Hioki said.

Atsushi Oonita, a Japanese wrestler not with the WWE, is a former legislator is a respected social figure in Japan. He said WWE can improve its chances for success by making cultural adjustments, such as headhunting stars who appeal to Japanese tastes _ perhaps a sumo wrestling champion.

But Oonita was optimistic that WWE's arrival would boost the overall popularity of wrestling. Right now, he says wrestling is getting bashed by such combat sports as mixed martial arts.

"Japanese are a very suppressed people," he said. "And so it takes a special kind of performance skill to fire up their passion. You can't overdo it. But I wish WWE all the best."

30 SECOND GUIDE TO ... BLACK SWANS.(Business)

Cygnus atratus?

NO, not a black feathered waterbird, but well done on getting its Latin name. This is about the Black Swan Theory developed by American Lebanese philosopher and author Nassim Nicholas Taleb.

What does the theory say?

Taleb says Black Swan events have three attributes: they are rare, they have an extreme impact, and after the event they are explained in such a way they become predictable with hindsight.

He gives examples such as the rise of the internet and the September 11 terror attacks.

What about finance?

Taleb is a former Wall Street trader and he reckons investors take too little account of unpredictable events. Because such events cannot be predicted, investors should be more cautious. The theme has been taken up by Dominique Strauss-Kahn, head of the International Monetary Fund.

Oh yes?

Strauss-Kahn told students in Washington on Monday night that the global economy is facing a flock of 'black swans'.

He said: 'Great uncertainty still prevails. Indeed, numerous black swans are now swimming in the global economic lake.'

That doesn't sound good

No, but look at what is happening around the world, particularly in the Middle East and North Africa, Japan, and to the oil price.
